Herbert, Rowland & Grubic, Inc.’s (HRG) Russell F. McIntosh was recently named the recipient of the 2014 Pennsylvania Municipal Authorities Association’s (PMAA) L.W. “Red” Davis Award. The award has been presented annually since 1978 to an individual that has made outstanding contributions and provided exceptional service to PMAA and its authority members. He was presented this award at PMAA’s 2014 Conference and Tradeshow at the Hershey Lodge & Convention Center in Hershey, PA.
McIntosh serves as the Vice President of HRG’s Financial Services group. The group’s mission is to find affordable solutions to funding necessary infrastructure projects. It seeks to combine the most efficient technical solution with the most affordable financial solution. This requires a blending of the engineering and financial aspects of the project and an understanding of the requirements of the lenders, rating agencies, and federal and state funding agencies. Because utility rates and charges are governed by a variety of state laws and regulations, an understanding of these requirements is incorporated into the work of this group.
McIntosh has been with HRG since 1990 and was named a Shareholder in 2001.
