HERSHEY MEADOWS

Challenge
DeSouza Brown wanted to construct a mixed-use community outside of Hershey, Pennsylvania, that would include apartments, townhomes, and single family homes as well as a neighborhood shopping center, clubhouse, and various recreational facilities. As one of the largest mixed-use residential developments in the region, the project would require extensive coordination with the local community to gain the necessary approvals.

HRG helped the developer navigate through a complicated maze of regulatory entitlements and provided full service engineering services to develop the land for this community.

As any developer knows, the entitlement process often defines a significant portion of a project's critical path, and much of this critical path pertains to the speed by which the municipality processes a development's application. Therefore, HRG's extensive knowledge of the local area, relationships with local officials, and reputation for professionalism and quality engineering were very valuable in getting this project through the approval phase. HRG has been providing engineering services in the Central Pennsylvania region since 1962, so our knowledge of the area and its stakeholders is extensive.

In addition to obtaining the necessary approvals, HRG provided full service engineering for this project, including:

  • Site design
  • Extensive traffic and transportation improvements
  • Wetland mitigation
  • Pumping station design
  • Off-site sewage upgrades

Construction for this 16-phased development began in March 2003 and is expected to be complete within an eight- to 10-year time frame. When completed, it will include more than 850 residential units.
