LITTLESTOWN SQUARE

Challenge
The Borough of Littlestown wanted to revitalize King and Queen Streets by creating a town square and infusing the area with a sense of history and beauty. They also needed assistance obtaining funds for the project.

Solution
HRG assembled a full service team of landscape architects, surveyors, water and wastewater engineers, transportation engineers, and electrical engineers to:

  • relocate utilities underground to remove them from sight,
  • improve water and sewer lines prior to the new roadway paving,
  • replace curbs and sidewalks,
  • display the town's history creatively with special walls and plaques, a fountain sculpture, and time capsules,
  • honor the town's military veterans with a memorial courtyard,
  • beautify the area streetscape with street trees and landscaping in the plaza and courtyard, and
  • add decorative traffic signals and lighting.

We also used our knowledge of the grant application process to help Littlestown obtain more than $1 million in funding assistance.

HRG routinely helps clients file applications for grants and funding assistance for their projects, so we are very knowledgeable of available funding programs. As a result, we were able to help the Borough of Littlestown obtain more than $1 million in funds for this project, including money from the Transportation Enhancements program and the Hometown Streets program.

To raise additional funds (while encouraging community involvement), Littlestown has also sold engraved brick and granite pavers to community members and has solicited sponsors for plaques, benches, and other amenities.

As a result, after all funding was received, Littlestown had to provide less than 40% of the total project cost from their general funds.

Careful consideration of the community's heritage was given in the design process, resulting in a personalized display of Littlestown's pride ...
The true centerpiece of this project will be the town plaza being constructed on the southeast corner of the square. Here, a wall of plaques will be hung that depict the borough's history from its founding to more recent events. Because old photographs reveal that horse-watering troughs were once on the square, a fountain is planned that will look like a watering trough with a sculpture of a child at a hand pump.

Another historic element being added to the square will be a low wall fashioned to appear as a “ruin” of the building front that once stood at the very same corner of the square. In addition, a war memorial monument will be built on South Queen Street to honor the town's military veterans.

Together with landscaping, colorful brick and granite paving, benches, and lighting, these improvements will help to make the area a showcase landmark for residents and business owners alike.
