FORT INDIANTOWN GAP

Challenge
The Pennsylvania Department of Military and Veterans' Affairs (PADMVA) was converting an area of Fort Indiantown Gap that had once been used for fire training into a personnel staging and training area. During the 1970s and 1980s, various fuelants had been ignited and extinguished there for fire training purposes. Therefore, the PADMVA would need to obtain a release of liability under PA Act 2 standards before the conversion of the site could be completed.

Solution
Since previous site investigations had produced inconclusive results regarding the possibility that these fuelants had entered the groundwater, HRG conducted a thorough site-specific and remedial investigation of the local groundwater.

This effort evaluated the potential transport mechanisms for contaminants, the hydraulic characteristics of underlying aquifers, and the gradient and flow direction of local groundwater. It also included the calculation of a site-specific standard for Methylcyclohexane because no statewide standard exists.

In completing this investigation, HRG installed three monitoring wells to determine the pollutants of concern and the extent of contamination. We then analyzed water samples for components of aviation gasoline, diesel fuel, and jet fuel, none of which were found to occur at detectable levels.

Using this information and existing site characterization data, we submitted a final report to DEP which demonstrated that the site had met all relevant Act 2 standards.

Early and continued coordination with DEP ensured smooth, efficient approval process … Crucial to the success of this effort was our ongoing coordination with DEP representatives throughout the study and report preparation process. By working with DEP from the earliest stages of the project, we were able to ensure that all of their concerns were addressed thoroughly and completely, thereby ensuring a smooth and efficient approval process once the final report was submitted.
