HUNTERSTOWN POWER PLANT

Challenge
Reliant Energy wanted to build a nominal 800 megawatt gas-fired power plant in Straban Township , Adams County , and needed an engineer to provide land development services. Because local land use regulations often do not address power plant construction projects, these developments can require a whole new layer of regulatory approvals. Therefore, Reliant Energy needed a consultant with the knowledge and expertise to navigate these approval processes and keep their project on track.

Solution
HRG worked closely with a team of attorneys, engineers, and scientists to have local ordinances re-drafted and a conditional use permit approved so that Reliant Energy could build their power plant in the desired location.

To demonstrate that the project would not be detrimental to the community, a multitude of studies were required to document any impact the plant might have on groundwater, visibility, noise, traffic, air quality, stormwater, and other areas of concern. Therefore, HRG had to provide expertise and consultation on a wide variety of issues, and the broad-ranging expertise of our in-house staff was a valuable asset on this project.

Once the initial land use approval was obtained, HRG provided Reliant Energy with full service engineering services, including:

  • Off-site roadway improvements and traffic signalization
  • Wastewater collection and pumping facilities
  • Landscape construction
  • Construction inspection and administration

Because of HRG's many regional office locations, we have superior local knowledge that can be used to expedite the approval process for our clients. As a result of our close coordination with state, county, and municipal officials for this project, we were able to meet Reliant Energy's aggressive construction schedule in a timely fashion.

After a one-year design and entitlement period, Reliant Energy broke ground on the project in June 2001. Today, the plant provides power to the Pennsylvania – New Jersey – Maryland grid via interconnection with an on-site substation.
